One St. Petersburg Address Registered 21,984 Companies
Pinellas County was Florida's fastest-growing large county for business formation in the first half of 2026, up 27.4% while Miami-Dade managed 3.4%. It looked like the biggest county-level story in the state. Then we looked at the addresses. Nearly 22,000 of Pinellas County's 34,492 new entities list the same building, a single office at 7901 4th Street North in St. Petersburg, and that one address accounts for 81.6% of the county's entire year-over-year growth.
One St. Petersburg address appears on 21,984 of the 34,492 business entities registered in Pinellas County during the first half of 2026. Excluding it, Pinellas grew 12.2% rather than 27.4%.

What is at 7901 4th Street North?
It is a commercial registered agent office. Florida requires every corporation and LLC to name a registered agent with a physical Florida street address to receive legal and state correspondence. Filings at this address overwhelmingly name two agents. Northwest Registered Agent LLC appears on 12,167 Pinellas entities formed in H1 2026, and Registered Agents Inc on 8,293 across its name variants. Both are established national providers, and nothing about this arrangement is unusual or improper. It is a normal, legal service used by hundreds of thousands of businesses.
What it is not is evidence that 22,000 businesses set up shop in St. Petersburg. The companies behind those filings can be anywhere. The address tells you where their mail goes.
How much of Pinellas County's growth was this one building?
Almost all of it. Pinellas formations rose from 27,077 in H1 2025 to 34,492 in H1 2026, a gain of 7,415. Filings at 7901 4th Street North rose from 15,932 to 21,984 over the same window, a gain of 6,052. That is 81.6% of the county's total increase coming from one address.
The remainder of the county, every other business in Pinellas combined, went from 11,145 to 12,508. That is growth of 12.2%, which is a perfectly good number. It is just a different story from 27.4%.

Why this is hard to see in the raw data
The address is written 13 different ways across the filings. "7901 4TH ST N STE 300" carries 12,771 entities. "7901 4TH ST N" carries another 5,737. Then come "7901 4TH STREET N SUITE 300" with 853, "7901 4TH ST N, STE 300" with 595, and nine more variants running down to 50 entities each, including "7901 4TH" on its own.
Group by the raw address string and no single value looks alarming. The largest one is 12,771, which reads as a big but plausible office building. Only after normalizing the variants does the real figure of roughly 21,000 appear. The same problem applies to the city field: St. Petersburg is spelled four different ways in Pinellas filings, "ST. PETERSBURG" and "ST PETERSBURG" and "SAINT PETERSBURG" and "ST.PETERSBURG", splitting one city across four buckets.
How concentrated are Florida's registered agents overall?
More than most people expect. Ten agent services appear on 60,574 of the 402,316 entities formed in Florida in H1 2026. That is 15.1%, or about one in seven new Florida companies.

What this means for reading county data
County formation counts answer a narrower question than they appear to. They tell you which county's ZIP code sits on the filing, and for a meaningful share of entities that ZIP belongs to an agent service rather than to the business.
The effect is not evenly distributed. Pinellas is the extreme case in Florida because one large provider cluster sits there. Miami-Dade's 77,697 H1 formations are not dominated by any comparable single address, so its 3.4% growth is a cleaner read on local activity than Pinellas's 27.4% ever was.
The practical rule for anyone using this data: when a county's growth rate jumps well out of line with its neighbors, check the addresses before writing the trend. Sorting entities by principal address, then normalizing the spelling variants, takes a few minutes and it is the difference between a real finding and a mailroom.
About these numbers
Entity counts come from Florida Division of Corporations filings as republished in the sneyk dataset, covering January 1 through June 30, 2026. Counts are distinct corporations, not filing rows.
Address totals group the 13 observed spellings of 7901 4th Street North that appear on Pinellas filings. Registered agent totals normalize punctuation and spacing, so "REGISTERED AGENTS INC" and "REGISTERED AGENTS INC." count as one provider. Agent names are reported exactly as filed with the state.
